Baga massacre: Read the NHRC report

Claims and counter claims have characterized  the April violence in Baga, a border town in the restive Borno state.  Following the outcry over extra judicial killings by the JTF, the Army and FG have maintained that the number of killings have been exaggerated , apart from the fact that terrorists were killed in battle.

Subsequently,   enquiries were  instituted into the matter dubbed 'Baga Massacre' by the Senate, the FG and other human rights bodies.

In an interim report released, Sunday, by the National Human Rights Commission, the body questioned the scale of force used by the military in the internal security operation.

The report faulted the government on focussing only on number of casualties than the legality of the military action.

However, the report contains recommendations on managing security institutions that include; legality and rules of engagement; detention, internment, enforced disappearance; training; humanitarian access; etc.
