In an interim report released, Sunday, by the National Human Rights Commission, the body questioned the scale of force used by the military in the internal security operation.
The report faulted the government on focussing only on number of casualties than the legality of the military action.
However, the report contains recommendations on managing security institutions that include; legality and rules of engagement; detention, internment, enforced disappearance; training; humanitarian access; etc.
